No c: required. the command resets the MBR on the first harddrive in
the system. FWIW, the command is rarely required. I've only had to use
it a handful of times to get rid of a pesky boot sector virus that I
couldn't seem to remove any other way.

Yes, sys c: will transfer the system files to c:. If you're formatting
the drive, format c: /s will as well, saving you from having to type
the extra command :)
