You may not notice anything unless there is a program running. Programs 
which require much floating point math would get the most benefit from 
throttle being turned off.

You should also look at the frame skip option. This will make a more 
visible impact. Both throttle and frame skip can be changed while 
emulation is running. This will make it easier to compare results than 
when these options are changed before emulation starts.
