[coco] Converter update

A PAL/GAL/small CPLD are in the $2 range. Since the initialization  
of the AL250 would take a simple state machine that can resided in 
them. 

Cost is not a large concern either way. It really boils down beween a 
small CPLD or a PIC/AVR solution which ever is better for the 
person doing the design. Both routes are in the $2 range.
