True, at least in theory.
Also, when offshore countries clean up their air and water, their costs may 
rise to match ours.
Supposedly, the WTO was created partly to insure that world traders met basic 
minimum labor and environmental standards, but somehow those get overlooked.

FWIW, the worst offenders were the old Soviet Union, and still Red China.
