EBAY Listing Charges are based on the opening bid and/or the 
reserve. If you list at $0.99 and have a reserve price of $4.00 then 
the listing fee is based on $4.00 and not the $0.99.

If sold, then EBAY gets a piece of the final sale price. 

What gets me is that he wants $23.00 to buy it out right! I don't 
recall but I think it did not sell for that brand new??? 

I could see $4 if in very excellent condiction. But from his 
description, I serviously doubt that it is in very excellent condition.
