[Coco] nos9 rbf fix, again

Willard,

Just hang on.... a snafu has caused that same problem to appear in RBF 
once again.  That, along with other problems, will cause the next 
release, 3.2.4, to appear sometime this week.  Up to now, we have had 
no safeguards to insure that releases are indeed ready for prime time.  
I'm working out a plan to prevent this from happening again.

I'll make an announcement when the new version is ready.
