Hi.   Can I safely tie into the power supply on my coco1 or its MPI to power an IDE hard drive?

I certainly wouldn't recomend it.  I think those power supplies were
pretty  much at their limit in the first place.  You need somewhere
to put the drive anyway, any enclosure shold include a power supply.
