Okay, I went through all 256 codes one by one, both on and off.  Here are 
the results:

Housecode L does not respond on any of the unit codes.

Housecode M does not respond on unit codes 9-16

Housecode O does not respond on unit codes 9-16

Why these 32 units do not respond to commands is a complete puzzle to me.
