It doesn't look like it.  The chip is a 1-inch square surface mount, or an
early precursur to surface mount. The pins come out perpendicular to the
chip and are soldered to the top of the motherboard, not thru holes.

If I felt the need, I'm sure a standard VGA cooling fan would do the trick.
