[Papyrus-L] RISOUT.FLB Empty

I downloaded the RISOUT.FLB file and attempted to use it.
It loads into library but "LIST LIBRARY CONTENTS" say it has 0
formats. Likewise, "COPY FORMAT.." says RIS OUT is not in the library.

Suggestions?
