[NHRC-user] ss64 decoder

Greetings,
       I am having trouble interfacing a ss64 decoder to a NHRC7 controller.  We have two of the decoders and neither one will decode our tone and make a logic change.  We bought a new one and it does the same thing.  We tested it on the bench and it doesn't decode.  Any thoughts?
