While re-using a domain name when moving a list server makes things easy
(maybe even seamless), I don't think it's a pre-req for an email-based
list.  groups.io is email based (it's also web based, but it still
supports email), and google groups does the same.  Some lists are web
only, but that's not true across the board.  Obviously, someone could
also set up a mail server much like I assume Dennis has done and do it
the OG way, though I would not recommend it unless the owner already
runs a bunch of other listservs.  No disrespect to those who run their
own servers, but running a mail server in this Internet time can be a
chore (patching, protecting against spam, DDOS, malware, etc.).
