[Coco] Brand New CoCo 3

In the initial build I will use a borrowed GIME for testing, then the
GIME-X (modern replacement, but _currently_ limited availability).

Along with the GIME-X, Rocky Hill has created replacements for the custom
SALT and DAC chips, all on GitHub.
