&H52DCC? Or &H52DDC, which is the correct one? Just making sure it's not just an email typo.
Also, how are you attempting, in an emulator, or flashing the ROM to an SDC or similar in real hardware?

Were the image files an OS9 partition with 256 blank virtual disks, or 
was there data in any of the virtual disks?

When I use HDBDOS and poke the partition address &H052DCC, I can use 
Sidekick to view the drive(s), but there is no content (that I can find) 
in any of them
