I am running mame64 under windows 64 and I type mame64. WHen it comes up I
select tandy color computer three and I do not touch the rom paths since
all the files are already unzipped in to the rom directory. After that I
can not load any additional rom per the instruction you gave me.

Would it be easer to use your mame and see if that fix the issue please?
