[Coco] RS232 Pack buffer flow control

1. On the windows server or vcc set the ip address to listen to.
2. Set the timer intervals event
3. Call winsock to start listen to the incoming connections.
4. when a connection is accepted store the information in to a value.
5. Start the timer event
6. Check if any new  data has been received.
7. Check with using peek to see if the rs232 pack buffer is full.
8. If the buffer is full then store in storage area on the server buffer.

The event can be used to send/receive data also check the rs232 pack
buffer. The timer event should be set to handle the full rs232 pack buffer
control.
