Answering my own post having figured this out....

There are several occurrences of :

#if defined(__APPLE__) || defined(WIN32) || defined(sun)

changing them to :

#if defined(__APPLE__) || defined(WIN32) || defined(sun) || 
defined(__CYGWIN__)

Allows it to compile.

These are in :
libnative/libnativegs.c
libnative/libnativess.c
libdecb/libdecbsrec.c

Happy to supply a patch file or submit updated versions of the files if 
someone can tell me where to submit and in what format.
