Yes. Atractmode will detect your new joystick kit as the primary input device. You will need a keyboard to initially setup attractmode but after the initial setup everything can be done with the new joystick you can even create hot keys to exit the emulators with one of the buttons and return to attractmode GUi
Windows will automatically detect the new joystick as a 'Generic USB joystick'. When you run Vcc just open the config menu of vcc and select joystick input. It will default to your new 'generic usb joystick'. One thing to note is that Vcc( as well as Atari's Stella) default to BUTTON 1 as the joystick action button. This means that at least one of the 13 buttons needs to be connected to the input 1 of the encoder board. This is the first button connector on the bottom left directly under the power connector. The rest of the emulators that I have used with it allow mapping of the buttons any way you want. It's just these 2 that default to button 1.
Attract mode can be used to launch many of the popular emulators like retroarch, bizhawk, and MAME. Attract mode will also search the popular game sites to 'scrape' the box art to make a really cool 'hyper spin' look
I payed out my buttons so that I have a dedicated exit button on the top left. Joystick in the middle, for buttons to left of the joystick as my action keys(SNeS pattern) and 4 buttons to the right to use as a DPAD. Then a select and start at the top of the joystick

The joystick kits arrived; the cases are coming in a separate shipment.
I gather that attractmode will pick up on their usb drivers and essentially plug them into MAME as joysticks.
Have you used them with Vcc? Or with a real CoCo?

I am glad you found a source for it in the States. I assume that most item numbers can just be copied and pasted into your countries version of amazon
If you are planning to build a stand alone coco cab or multi platform emulator cab I would recommend using a GUI called 'atract mode'.I find it much easier to setup than HyperSpin It is open source and allows you to launch Vcc, as well as any other emulator right from an on screen menu. The GUI uses the USB joystick (via zero delay encoder) natively. The GUI also allows you to setup the joystick and its buttons as hot keys. This way you can exit, reset, or perform a full screen with out the need of a physical keyboard. The buttons can be easily mapped to replicate these keys
