[Coco] Usb encoder

That is unfortunate since it's probably less than $20 usd when converted.   I have have used a few Usb encoders and this cheap one works as well as ones that have cost me $60 or more.

Very easy to use since windows just treats it as a generic USB joystick with 13 buttons.   I was able to map the buttons to perform the Vcc reset so that a physical keyboard is no longer needed
