[Coco] OS9 Background Palette

The palette register for Fore/Back/Border is set in the window descriptor.  You can use display codes to change colors on those defined registers on the fly. i.e. display 1b 31 1 1, will change background color to dark blue on my window descriptor setting of background color to palette register 1.
