You should join the Yahoo group CoCo3FPGA
<https://groups.yahoo.com/neo/groups/CoCo3FPGA/info> if you gave not yet
done so. I'd be glad to send you an invitation if you need one. First,
you have to burn the CoCo ROMs to the onboard flash chip. You can use
TerASIC's fairly lame utility to do this or you can use one that I wrote
which uses Xmodem to upload the ROM file over the serail port and burn
it to flash. At the same time you could also burn the NitrOS9 boot file
to the flash memory or you could wait until later and use another
utility I wrote called 'burnboot' which runs under OS9 and burns the
boot code to the flash chip.
Then you'll need to write the 'pof' file which is the FPGA configuration
file to the configuration chip on the DE-1. This is done with the
Quartus utility from Altera. There will be more detailed instructions on
the group site. Then, it's just a matter of having the switches set up
in the right positions on the DE-1. Then you will just power it up to
the familiar Disk BASIC splash screen the same as on a CoCo 3.
If you have chosen to make a serial cable to connect it to a PC then the
CoCo3FPGA will also provide the Drivewire interface to connect to the
virtual drives on the PC.
There's also a good Wiki page which describes things here: CoCo3FPGA
