 In part yes, but it can also be carelessness or protocol. Having the entire email thread is handy, and even required, when an audit trail is necessary. Having to sort through individual emails to follow a thread can be tedious. When dealing with work stuff, I really want to have the email history in one email in case I have to locate a past message or prove its existence to some one ("I never said that", "Oh yes you did, here it is").

However, including the full email text is anti-digest. As Dennis points out and you, and others have lived first hand, is annoying and even frustrating. It is just a matter of adopting to the environment (list vs pure email). Regards, Salvador
