[Coco] Kreider OS-9 C Library

Thanks Tim, I was thinking of joining in on the C-MOC OS9 conversion, but my time has been limited lately due to lots o studio activity. I hope to clear up some time for the Coco soon... I miss it!!
The only reason I got the manual done so quickly was I was waiting on an email from a client when I saw your email, so while I was waiting, I looked at the sources, then jumped on the manual :-)
