[Coco] Lowercase in NitrOS9 Level 1

This is my first time ever even booting NitrOS9.  I have a CoCo2 with at T1
VDG so the first thing I notice it that it seems to want to display lower
case.  The wiki says that on a CoCo 2 that supports lower case I can enable
it with:

tmode upc=0 par=1 ENTER
display e ENTER

But when I try it doesn't seem to have any effect.  I even tried enabling
lower case via the pokes before loading NitrOS9 but it didn't help.  I'm
running v3.3.0 from the CoCoSDC image.

Ideas?
