I disagree.  Address line A14 to the cartridge port would need to be '1' to
access data at E000 and above in a 32K cartridge.  The A14 pin of the
cartridge port is connected directly to the CPU. There is nothing present
in the CoCo 3 hardware that will change the cartridge port's A14 line from
'0' to '1' while the CPU is presenting an address of 2000-3FFF.

A cartridge with less than 32K of ROM can appear at different locations due
to incomplete decoding.
