[Coco] JPEG decoder

I can't even imagine a JPEG viewer being feasable on a CoCo.   I would
convert .GIF to .VEF files on my CoCo because the speed of loading a GIF
was painful.
At the same time, my roommate had a 286, and the .jpg files would scan down
the screen on it like a CoCo would with a GIF!
