A few years ago we did some initial investigation/prototyping with 
Nanotron nanoLOC transceivers, which are short-range radios that provide 
fairly accurate distance information between communicating nodes without 
any supporting infrastructure (or triangulation etc).

You can buy a devkit with a handful of boards ready-to-go but I suspect 
that will actually defeat the purpose of the exercise?!?
