Doesn't need flow cntl.  The host controller/ device interface is a
master/slave situation and all data flows "synchronously", much like
Drivewire.   Device "interrupts" are faked by the host periodically polling
each device.   That doesn't mean that one wouldn't need flow cntl at the
PC-HOST controller interface....
