 I am just beginning to think about a tool chain for ASM
 development. The two options are doing it natively on a CoCo
 and the other is using a Windows PC. I opt for the latter,
 but want to keep both options open. This is a future project
 and have not done hardly any research, but this thread got

In that case, I highly recommend Roger Taylor's RainbowIDE package. It is used on your PC, works in conjunction with MESS, and has many different assemblers for both Basic ml and OS-9 ml code.
You use a full screen editor to create and assemble the source code. You can select whether to put the result on a .dsk or .os9 disk image, and can cause MESS emulation to start and run your code.
