[Coco] Hard drive formating

Brian, some of it is in the OS9 manuals, but some things have been added since then. Format actually has a built in "usage" feature, but in the current NOS9 repo, that's been commented out (??). Sometime in the near future, I will be submitting a patch to fix that as well as update the "Help" messages on the repo disks.
For now, here is the usage message from the source code:

Use: FORMAT /devname <opts>
..opts: R   - Ready
........S/D - density; single or double
........L   - Logical format only"
........"disk name"
........1/2 - number of sides"
........'No. of cylinders'   (in decimal)
........:Interleave value:   (in decimal)
......../Cluster size/       (in decimal)
........FD - Dragon format disk

Notice the different dividers for each type (" ", / /", ' ', : :, etc). Thos with no dividers use the single letter for the parameter (except dragon which uses FD).
As a default (no cmd line parameters), format will use the values in the descriptor of the drive being formatted.
