That's not a command; it's a line to add to a file to tell apt where to
find the .deb files that Mr. Volden has kindly created and made available.
Which file? Here are your choices:

1. /etc/apt/sources.list
2. a file that lives in the directory /etc/apt/sources.list.d

I'd suggest (2), and moreover suggest creating a new file for the purpose,
say, tormodvolden-m6809.list, to suggest what it lets you install. Make the
file belong to user and group root, and have rw permission for root, just
read for everybody else. You can have comments (starting with # ) in the
file so you can put in reminders for yourself.
