[Coco] VCC bug

Barry, VCC's artifact color implementation has always been flakey from the beginning. It's already on the "todo" list. But getting VCC cross compilable is 1st prority, and once we get away from directx graphics, it may be much easier to fix the artifact colors.
I heard from the main programmer not long ago, and he said his work flow was slowing down and he would soon be able to get back to VCC.

I have found a bug in VCC. It does not appear to display the alternate PMODE 4 color set properly.
