[Coco] OS-9 Level 2 and 4 digit years

NitrOS-9 was modified to include 3-digit years to fix the "Y2K bug" many
years ago. OS-9 Level 2, in stock form, does not include this fix, and I
am not certain the mods to the L3 code were ever adopted by the OS-9
community.
