That's the point.  It is not running.  Xtal is nearly 5V, and Extal is 
nearly GND.  Q and E show no pulse train.  Scope is a Tek 2465, good to 
300MHz, and rarely lies.  frequency counter shows 0 Hz.

Vcc shows 5V, Vss shows GND.
