I can comment on this with my own experience and a lot of wasted time:

No, there is no standard pinout!

And you're never sure you'll get the same pinout as on the picture when you
order on eBay. And never count on getting the same model if you order twice.

Warning no 2: Stay away from pl2303 uarts.

And yes, I have also bought from "Alice" from the eBay link posted, who are
two Chinese brothers. Depending on which one takes your order, YMMV!

I use such uarts (but cp2102 based) for my Dragon Drivewire adapters, of
which I have manufactured quite a few, and bought a lot more uarts... I
ended up buying large lots (not eBay) and designing the PCB according to
what I received :)
