I got the impression that it was hardware, that it never allowed OS-9 Level-I to even boot.

I would have taken a different approach perhaps.

Intended as a collection point for 6809 software that can be run in an Apple II by use of one of the following plug-in cards:
 1) Mill 6809 coprocessor card, made by Stellation II
 2) Freed 6809 coprocessor card, made by Alex Freed
 3) EXCEL-9 6809 coprocessor card, made by Seikou Electronics in Japan
 4) Carte Blanche, which uses an FPGA to behave as an assortment of CPUs, the 6809 being one of them
