[Coco] Build NitrOS9 on Windows, step by step

Thanks Aaron, the "post-install" utility was what was needed. The old installer I had did most of this but I think the newer packages finally broke it.
I will give it a shot later today.
Now... get back to work <whip crack>.... we got some fishing to do....

It seems like a lot, but it takes only 10 minutes to set up.  Follow these
steps and you'll have a working build environment on Windows, at least
