Hi, couple months ago I had similar problems.

I could not connect to sertain websites and devices, while other pc did just fine.


Nobody had an answer for the probem, until I used a old router that I had still laying around.

all worked ok. Gong back to my normal router, problems all over.


I reset the router, two times to factory setting and all was fixed.


It had todo with internal routing buffer space that was filled up, and could not be released, until then the factory reset.


So In your case, lent a router if you do not have a spare, and try then what you wanted to do. If it works then you know its the router. If problems still there then it is your infrastructure. Deinstall network in windows completly. ( remove windows features ). Start up your pc, and reinstall network . By doing this you refresh the TCP/IP stack and that makes windows run the network services as factory settings.

website (www.halted.com) is online but isn't responding to connection attempts.

The remote computer isn’t responding to connections on port 80, possibly due to firewall or security policy settings, or because it might be temporarily unavailable. Windows couldn’t find any problems with the firewall on your computer.
