The Rainbow on tape / disk missing are for the early years and the late years of Rainbow when subscribers were in low numbers.

April - December of 1982 are Rainbow on Tape and will be very hard to find. Re-scanning and using the best OCR program with lots of human time required to recreate is the only real option available. 

Some of the September 1990 to May 1993 may show up after the Internet Archive version is posted. Those I suspect will have larger programs with color overlays making the OCR option much harder.

The very large number of Rainbow on Disk that were just found appears to be the same set that has been making the rounds of the Internet for several decades and might even be the source of that set. But many 1983 - 1984 Rainbow on Tape were a good addition.
