Look up the 26-3127...  for instance here..

They are similar to the 26-3027.   Both of those IC's are socketed already.

Why is every chip socketed? Is that a standard issue CoCo2?

It would seem that the sockets have added extra height to each chip and that is why the protector doesn't fit.
