I don't think Joe understands how SF works... He hasn't been active for quite some time. We hope to set up a "real" repository soon. The code was released to open source under GPLv3 which pretty much allows total freedom, so this could be done.
I am going to try and get up with him first to find out if he is going to be active in the project and his intentions for Vcc.

Wow. There has somebody misunderstood how the sf.net download area
works:
All files should be packed into one archive file.
There is IMHO no way
to download a couple of files directly.
