[Coco] One Program Pak to Rule them All

It takes away too many CPU cycles to do sound on the Coco, so I would design
something that offloads the "heavy lifting" and provides a higher-level API.
Probably wavetable synthesis, like in the Gravis Ultrasound card or Amiga's
Paula chip.
