[Coco] CoCo 3 RGB to SCART video, then converted to HDMI

According to the specs it should work (see below):

-Scales Scart Signal (RGB or  Composite Video) to HDMI 720p or 1080P
-Automatically detect RGB (50/60Hz), Composite Video (NTSC/PAL)
-SCART input format: PAL / NTSC_M /  NTSC4.43 / SECAM / PLA-M / PAL-N
