TP12 on the CoCo 1 is the +5V supply. It is providing power to the resistor
network. Having pull-up resistors on the keyboard row pins allows you to
replace the 6821 PIA with the 6822 IIA used in later motherboards (CoCo 1 F
board and beyond).
