More or less but it is not quite that simple. There is a Coco2 service manual at
http://www.colorcomputerarchive.com/coco/Documents/Manuals/Hardware/Color%20Computer%202%20Service%20Manual%20%28Tandy%29.pdf
You should look at the power circuits.

The Coco2 power supply is like the Coco3, in that +-DC is supplied to a SALT 
chip which regulates the main +5vDC and DC for other circuits.
