The recovery partition will only work on an "unmodified" system. In other words, if you created a partiton, moved any default directories, and in some cases, uninstalled any "default" software or defragged your HD, the recovery will fail.
This partition is hidden due to flags on the file system (similar to os9 attributes) and that partition is locked from view. Almost all manufacturers will advise you to buy their system disk for a system you already own, that there's nothing else they can do.... and they're BIG FAT LIARS!!

If you have another way (or friend) that can burn you a "bootable" CD/DVD that will at least run some windows functions (I have another drive and just installed another system on the same machine on that drive), then you can run:
PTEDIT32
PTEdit32 will show EVERY partition on your drives and allow you to set the attributes of those drives/partitions and make the recorvery partition available. From the recovery partition, there is a program that you should be able to run from what ever you booted from to make a recovery CD(s) that will use the partition to install a fresh system. The rcovery partition (on most systems) is just a copy of an install CDVD with a few "extra" utilities.
Just google ptedit32 and there's several tutorials on how to use it in different situations.

I had my boot sector destoyed a while back and tried everything I knew for almost a month to get to the recovery partition and nothing worked. With the 2nd system running, I was able to move anything savable to my external drives. I found ptedit32 on a website about the recovery partition and I gave it a shot. Getting the partition unlocked was easy, one click. Finding out what I had to run to make it work took some experimentation. It seems this step is different on every mnufacturer/machine.

As far as the Linux/Windows dual boot messing up the boot sector, use "EasyBCD". It restores the Windows boot sector on just about any windows vista/7/8 system and allows you to add linux boots as they now use totally different methods. This can probably be attributed to MS's war on anyone using anything else with "their system", even though you paid for it. The only one worse is Apple.

Sorry about keeping the OT going but you might want to use a live gparted
CD to check the flags on the win 8 recovery partition.  It might be set to
something weird like diagnostic or hidden or something,
