you can go for the xrgb3 or framemeister but they cost 250-300 dollars. they are japan made. fine quality though.

Very nice for a quick project!  That "swimming" effect is visible to some degree on every last CGA -- VGA adapter I have available to me.  I think the Holy Grail is a converter that can eliminate it.  I've heard rumors of a $4-500 device built for video games that yields a "perfect" picture, but my dedication to the hobby doesn't stretch that far :-).
