The cloud9tech.com is a web site using frames which pulls up the real web site at

    http://www.frontiernet.net/~mmarlette/Cloud-9

Doing an nslookup on www.frontiernet.net returns only a single IP, however it seems that IP actually can connect to several different servers. If you try reloading the page a few times, sometimes you will get the 404, sometimes you will get the site.

    telnet www.frontiernet.net 80
    Trying 66.133.129.5...
    Connected to www.frontiernet.net.
    Escape character is '^]'.
    GET /~mmarlette/Cloud-9/ HTTP/1.0

    HTTP/1.1 404 Not Found
    Date: Sun, 10 Aug 2014 15:33:40 GMT
    Server: Apache/2.2.22 (Debian)
    Vary: Accept-Encoding
    Content-Length: 302
    Connection: close
    Content-Type: text/html; charset=iso-8859-1
    Set-Cookie: BIGipServerwww-frontiernet=3300296002.20480.0000; path=/

Trying again:

    telnet www.frontiernet.net 80
    Trying 66.133.129.5...
    Connected to www.frontiernet.net.
    Escape character is '^]'.
    GET /~mmarlette/Cloud-9/ HTTP/1.0

    HTTP/1.1 200 OK
    Date: Sun, 10 Aug 2014 15:33:50 GMT
    Server: Apache/2.2.22 (Debian)
    Last-Modified: Thu, 04 Apr 2013 21:05:16 GMT
    ETag: "1843435-4dab-4d98f53c8dba8"
    Accept-Ranges: bytes
    Content-Length: 19883
    Vary: Accept-Encoding
    Connection: close
    Content-Type: text/html
    Set-Cookie: BIGipServerwww-frontiernet=3350627650.20480.0000; path=/

So the website is both down and up, depending on which server you end up getting connected to. It doesn't seem to have anything to do with your geographic location.
