For transfer loose files from the PC to a CoCo Disk Image, use CoCoDiskUtil:

http://www.cococoding.com/cocodskutil/

And to write this images to a real disk on the PC, I use CoCoDisk:

http://www.nitros9.org/FILES/CoCoDisk.zip

Both work on Windows.
