"True" Radio Shack/Tandy drive set often hand teeth pulled from the 
connectors.  This effectively ruled out using double sided disks.  There are 
other possible issues that might cause an inability to access the second 
side.

Have you tried booting with a single sided OS-9/NitrOS9 disk?
